The Palapa Ring project has built several large rings in Indonesia, but the 11 connecting Sulawesi and NTT remain unfinished. Regarding this issue, the optical backbone network from Makassar to Maumere, as part of the 11 ring sections, is designed using Dense Wavelength Division Multiplexing (DWDM) technology. The method used in writing this scientific journal is to collect initial data on the geographic map of the Bangka–Belitung Islands Province (BABEL) in the island of Sumatra. To collect data on geographic information and regional characteristics of the Bangka – Belitung Islands Province, especially the number of cities and regencies in the province. The author uses Google Maps software and Google's Wikipedia data. Then, creating a district segment to facilitate network calculations by Optical Link Power Budget (OSNR), Optical Signal-to-Noise Ratio (OSNR), and Optical Rise Time Budget (ORTB) values. After that, a design is carried out using OTN Planner Software. From the results of the design and simulation of the backbone network, it was found that the value of the Optical Link Power Budget (OLPB) < 50 dBm where this value is the ideal value in the deployment of the DWDM OTN backbone network, and the range of the Optical Signal Noise Ratio (OSNR) ranges from 20 dBm < OSNR < 40 dBm, which is the ideal value of OSNR, and has an Optical Rise Time Budget (ORTB) value < 60 ps, ??and also has a segment margin system> 7 dB. The results of the simulation and analysis, as well as the calculation of the OLPB and OSNR values, show that the DWDM OTN infrastructure development project in the Bangka-Belitung Islands province is highly feasible to implement as a sustainable, ongoing project.
